Abstract

Діяльність депутатських фракцій відіграє досить важливу роль у прийнятті рішень в парламенті, тим самим впливаючи на ефективність роботи цього законодавчого органу влади. Депутатська фракція – це група депутатів парламенту, об’єднаних на основі партійної приналежності. Варто також враховувати депутатські групи, окрім депутатських фракцій, адже це - об’єднання парламентарів на позапартійній основі, метою яких є відстоювання власних поглядів та переконань. Станом на сьогодні, в українському парламенті сформована монобільшість – більшість фракції «Слуга народу», проте навіть попри таку високу представленість партії у парламенті, існує низка проблем у її діяльності, що значною мірою впливають на ефективність законодавчого органу влади. Скликання попередніх років хоч не відзначались однією чисельною фракцією, але діяльність роботи народних депутатів теж можна оцінити як малоефективну. Однією з причин, яка може на це впливати, можна вважати відсутність фракційної згоди, що передбачає консолідоване голосування. (One of the key roles of decision-making process in the Parliament is the activities of deputy factions, which influences the effectiveness of legislature. Mostly, the legislative work of the deputies can be assessed as an ineffective during the previous years. Such assessment might come from the fact that previous convocations didn’t have the united and single factions. Nevertheless, the reason of ineffectiveness might be hidden in the lack of factional consent, which is the key for consolidated voting. The aim of the study is to identify the main factors influencing the consolidated voting of factions and deputy groups of the Ukrainian Parliament’s VII, VIII, and IX convocations. The empirical data for the theoretical part comes from the academic texts on identifying the key factors that influence the adoption of the bills by the factions and deputy groups. The works of the Italian scientist Lorenzo Cicci is the theoretical basis of the study. The data for the empirical part includes the results of the roll-call votes for the reformist bills, and the theory of graph, which is used to determine the relations of cooperation between the deputies of each selected convocation.)
