Abstract

The optimistic expectations for President Volodymyr Zelensky’s deoligarchization campaign remain largely unmet today. Neither his efforts nor the war have brought about the demise of oligarchy or the patronal system, where the president strives to be the chief patron. This chapter engages with a recent work on the prospects of anti-patronal transformation in Ukraine, arguing that Zelensky’s objective has not been to dismantle the system but to coerce oligarchs into cooperation to achieve his goals.
