Abstract

У статті досліджено особливості формування та забезпечення стійкості територіальних громад України в умовах російсько-української війни. Розглянуто нормативно-правові аспекти поняття «стійкість» у національному законодавстві та стратегічних документах. Виокремлено багатовимірність стійкості громад, яка включає економічну, соціальну, інституційну, кадрову та інфраструктурну складові. Проаналізовано національний і місцевий рівні безпекового управління, їхні завдання та інструменти. Показано важливість міжвідомчої та міжрегіональної взаємодії, синергії органів влади, бізнесу, волонтерського руху й громадянського суспільства. Наголошено, що підвищення стійкості громад є ключовим чинником національної безпеки та потребує комплексного підходу, який поєднує стратегічне планування, кризовий та ризик-менеджмент, а також розбудову культури безпеки.
(The article explores the specifics of building and ensuring the resilience of territorial communities in Ukraine under the conditions of the RussianUkrainian war. The legal and strategic framework of the term “resilience” in Ukrainian legislation and national security documents is analyzed. The multidimensional nature of community resilience is highlighted, encom passing economic, social, institutional, human resource, and infrastructural components. The study examines national and local levels of security governance, their tasks, and instruments. Particular attention is paid to the importance of interagency and interregional cooperation, as well as the synergy between state authorities, business, volunteer movements, and civil society. It is emphasized that strengthening community resilience is a key factor of national security and requires a comprehensive approach that combines strategic planning, crisis and risk management, and the development of a security culture. )
