Анотація

У статті здійснено комплексний аналіз понять «стійкість», «безпека», «стійкість громад»; обґрунтовано необхідність системного підходу до дослідження соціальних систем, зокрема територіальних громад, як складних адаптивних утворень. Метою статті є аналіз чинників, що визначають стійкість територіальних громад, з акцентом на безпековий вимір – як на локальному, так і на регіональному рівнях. Проаналізовано нормативноправову базу, вітчизняні та іноземні наукові підходи до розуміння стійкості. Запропоновано використання методики оцінки загроз національній безпеці на регіональному рівні для виявлення найбільш критичних викликів для територіальних громад. Зроблено акцент на значущості локальних управлінських практик, гнучких форм взаємодії органів місцевого самоврядування та військових адміністрацій, а також ролі системи ризикменеджменту та навчання в забезпеченні стійкого функціонування громад у кризових умовах.
(The article provides a comprehensive analysis of the concepts of "resilience", "security", and "community resilience"; it substantiates the need for a systemic approach to the study of social systems, in particular territorial communities, as complex adaptive entities. The article aims to analyse the factors that determine the resilience of territorial communities, emphasising the security dimension at the local and regional levels. The regulatory framework and domestic and foreign scientific approaches to understanding resilience are analyzed. A methodology for assessing threats to national security at the regional level is proposed to identify the most critical challenges for territorial communities. Emphasis is placed on the significance of local management practices, flexible forms of interaction between local governments and military administrations, and the role of the risk management system and training in ensuring the sustainable functioning of communities in crisis conditions. It was found that modern security challenges caused by a full-scale war, social transformations and systemic risks actualise the need to strengthen the resilience of territorial communities as the basis of the viability of the state. The analysis shows that the understanding of resilience in the context of public administration is multidimensional, combining the ability of systems to resist, adapt, transform and quickly recover. The security approach is critical in this process, as it allows not only the identification of the vulnerabilities of the social system but also the design of mechanisms to counter threats in a dynamic environment. A methodological approach to assessing security threats at the regional level confirms the feasibility of strategic threat analysis through the prism of three main dimensions: economic, social and environmental. This analysis allows for effective planning of security measures at the local level and the formation of targeted management decisions. Learning, communication, risk management, and social cohesion become crucial in forming a long-lasting, viable, safe, and resilient community.)
