Анотація
У статті аналізуються законодавчі засади піклування про біженців у Російській імперії у роки Першої світової війни. Держава взяла на себе організацію допомоги, включно з
матеріальним забезпеченням постраждалих. До роботи були залучені громадські та національні комітети, тому що через велику кількість біженців російська влада не могла впоратися самотужки. Відсутність у законодавчому порядку чіткого розмежування повноважень між різними організаціями опіки перешкоджала ефективній реалізації допомоги.
(Legislative basis of the aid organization to refugees in the Russian Empire during World War I is analyzed in the article. It was mentioned that the definition of «refugee» was differed from its modern meaning. According to the Law on the Needs of Refugees from August 30, 1915 and the
Guidelines on Refugees’ Equipment from March 2, 1916 the state took over the aid organization to refugees (including a material support of victims) and wanted to retain control over its realization.
The Special Council on Refugees’ Equipment under the control of the Ministry of Internal Affairs was founded for this purpose. At the same time, a large number of refugees caused the need to bring to work community and national committees. The documents were certainly important because of their ordering of the aid organization. However, the lack of a clear division of responsibilities between different organizations of support in the law prevented an effective aid to refugees and cooperation between authorities, community and national committees was difficult.)
