Abstract
In article placed the capital market in structure of world fi nancial market; Prospects of Ukraine’s access to international capital markets as a source of investment resources; characterized mentioned government borrowing as additional fi nancial resources as well as economic, fi nancial and political categories; identifi ed the main priorities of using loan funds; analyzed the problematic aspects of the fi nancial and economic policy; offered the possible areas of improvement and management optimization of fi nancial and credit facilities; proved that the development strategy of own management process is the basis for the formation of state economic policy to financial security of state.
