Abstract
This presentation focuses on societal impediments to authoritarianism in Ukraine. I argue that if any autocratic populist would ever come to power in Ukraine, he/she would face three groups of structural, institutional, and agency-based barriers that make the concentration of power highly improbable. These are largely democratic public attitudes, poor leadership legitimacy, poor economy performance, regional polarization, weak state repressive capacity, the relative weakness of the ‘party of power’, fragmented elite structure, the growing linkage with the West, semi-presidentialism, institutionalized hybridity (the legacy of being hybrid regime), weak propensity to create the cult of personality and gravity of three (1990, 2004, 2014) waves of anti-authoritarian protest. Coupled with mixed authority beliefs these factors prevent Ukraine from moving in authoritarian, but also in a democratic direction.
