Анотація

Органи місцевого самоврядування після реформи децентралізації отримали автономність, і відповідно відповідальність за ефективну діяльність. Як результат, перевага в останній період найчастіше надається багатофункціональності території. Одним з основних викликів сьогодення є різке погіршення через війну стану навколишнього природного середовища. Саме тому, в найближчій перспективі постає потреба в реалізації ряду ефективних заходів і проектів. Об’єктом дослідження обрано Львівську область (Україна) і Люблінське воєводство (Польща). Представлено огляд політики розвитку та захисту навколишнього середовища. У рамках дослідження розглянуто законодавчі документи у сфері охорони навколишнього середовища двох країн, а також документи на регіональному рівні (тобто двох областей). За результатом дослідження представлено діючу систему планування і внесено пропозиції щодо покращення її системи.
(Green Deal. Following the decentralization reform, local self-government entities in Ukraine have experienced a boost in their authority and responsibility for effective local governance. They are currently actively exploring innovative approaches to foster development, with a particular emphasis on multifunctional strategies. Given the significant environmental degradation caused by the ongoing war, it is crucial to take prompt action through a variety of measures and initiatives. The necessity for further research is driven by the need to develop a concept of systemic planning at the local level to enhance the effectiveness of environmental policies. International commitments, as well as the imperative to improve the standard of living and ensure citizen safety, compel the creation of an efficient system that combines economic development programming with the requirements of environmental protection. In this study, the choice of neighboring regions, specifically Lviv Oblast in Ukraine and Lublin Voivodeship in Poland, was made based on their shared natural conditions and cultural heritage. This research holds great importance as it draws valuable insights from the border regions of Poland, serving as exemplary models for Ukrainian counterparts aspiring to integrate into the European Union. The study provides a comprehensive overview of environmental policies and strategic frameworks that underpin the progress and functioning of these regions. Legislative instruments pertaining to environmental protection in both countries, as well as regional-level documents from Lviv Oblast and Lublin Voivodeship, were thoroughly examined. The analysis of the existing planning system has yielded a proposal for its improvement. The core concept revolves around fostering cooperative solutions and integrating them into strategic plans, empowering local strategies to drive environmental preservation and sustainable development. With Ukraine's attainment of candidate status in the European Union in 2022, future plans and strategic documents must align with the EU standards. The experience of Poland, which has already undergone the path of European integration, can play a significant role in guiding Ukraine's aspirations.)
