Анотація

Досліджено проблемні аспекти процесу європейської інтеграції України. Зазначено, що в українському політичному середовищі були помітними відчутні коливання зовнішньополітичного курсу від прозахідних до проросійських, які остаточно припинились після Революції гідності та в умовах повномасштабної війни, міцно закріпившись відтоді на євроінтеграційний курс. Проаналізовано проблеми, які виникають на євроінтеграційному шляху України. Здійснено класифікацію цих проблем. Доведено, що війна справила значний влив на процес євроінтеграції України.
(The article is devoted to the study of problematic aspects of the process of European integration of Ukraine. In the Ukrainian political environment, there were noticeable fluctuations in the foreign policy course from pro-Western to pro-Russian, which finally stopped after the Revolution of Dignity and in the conditions of a full-scale war. Since then it has been firmly established on the course of European integration. The purpose of the study is to analyse the main problems of Ukraine’s European integration course and the impact of the full-scale Russian-Ukrainian war on this process. The problems that arise on the European integration path of Ukraine are analyzed. These problems are classified into internal and external, within which a group of problems that are permanent (or those that have been present in the political system for a long time), that are aggravated by a full-scale war, and those that have been accelerated in solving due to a full-scale war, are highlighted. It has been proven that corruption at various levels, oligarchic influence, the “problem of judges”, opposition to the anti-corruption system, and insufficient efficiency of the public administration system, in particular in the implementation of appropriate reforms, should be included among the internal problems. The category of internal problems aggravated by a full-scale war includes the huge losses in this war. These are demographic losses, migration processes, economic losses, loss of certain territories, destruction, and in some cases destruction of residential, industrial, and military infrastructure, and impressive environmental consequences. A group of problems, the solution of which was accelerated by the military actions in Ukraine, was traced. The most important of them is the concentration of unprecedented political will of the Ukrainian authorities and society towards European integration and readiness for immediate changes to ensure European integration. It has been proven that Ukraine was able to obtain the status of a candidate for joining the EU largely due to political will. A group of external problems on the path of Ukraine’s European integration has been analyzed and it has been established that the tendencies of eccentricity and disintegration within the EU, the lack of consensus on some important issues, the imperfect decision-making procedure, the influence of Russia, etc., should be counted among these. External problems aggravated by the full-scale war of the Russian Federation in Ukraine include the complication of the social and economic situation in Europe, the problem of migration, changes in logistics channels, etc. A group of external problems, the solution of which has been accelerated due to a full-scale war, consists of the EU’s policy towards Russia and the change in the attitude towards the Russian Federation and Ukraine on the part of European structures and European society. During the year of the war, an increasingly decisive and consistent policy of Europe aimed at confronting and isolating Russia was formed, the largest number of sanctions were imposed and the state was recognized as a sponsor of terrorism. It has been proven that the path Ukraine has taken since the beginning of the full-scale invasion and the fact that the EU has granted Ukraine candidate status are evidence of a change in the perception of Ukraine in Europe. Despite the sceptical attitude of some European politicians towards Ukraine, the European Union itself and its structures continue to support Ukraine by providing political, diplomatic, financial, military, social and humanitarian assistance. All this inspires optimism that despite the existing problems in the European integration of Ukraine with the EU, this path will be completed because our state pays the highest price for the opportunity to live with official rights in a typical European home.)
