Анотація
The article discusses the role of training, retraining and advanced training of the National Police offi cers, as a prerequisite for effective reform of the organs of the Internal Affairs of Ukraine, in particular the formation of them in the system of the National Police, as a body of the new European standard. A key role in the formation of the body belongs to the human component, namely the personnel. Formation of a highly skilled corps of the experts and the conscious individuals of the police should be the basis of the newly established law enforcement agency. It is determined that the legal regulation of the professional requirements for police officers shall include, in addition requirements of legal personality and personal qualities of these persons. The author investigated the features of work of personnel in the structure of the National Police, namely their training, retraining, professional development, and the role of each of these elements of the staff to ensure the formation of highly professional collective of employees. During the research it was established that the training of future police officers, starting with the training institutes should include psychological and moral component that should form conscious person who is ready to meet different situations during his professional activity. Departmental regulations provides initial training of the persons who fi rst entered the service in the police and training for employees and retraining, advanced training, internships, etc. Each of these elements allows providing the bodies of the National Police with the highly professional offi cers, but it needs more governmental financing and proper planning of the work, so that each employee could regularly pass these stages. Formation of the professional police corps is a way to increase the level of public confidence in the National Police as an effective institution that can really stand in defense of human rights and fundamental freedoms of man and the citizens, with forming the civil society, legal and social state.
