Анотація

У статті розкрито еволюційне становлення наукової ідеї збалансованого розвитку згідно з міжнародними документами Генеральної Асамблеї Організації Об’єднаних Націй (ООН) та Конференцій ООН. У дослідженні відображено становлення цих наукових ідей в Україні, проаналізовано нормативно-законодавчу базу, а також імплементацію міжнародних нормативних документів в українському законодавстві. Використовуючи методологічний аналіз, ґрунтовно дослідила трактування змісту концепту управління збалансованим розвитком територіального утворення. Визначено основні змістові аспекти трактування концептів цієї наукової ідеї. Результатом дослідження є трактування нового концепту збалансованого розвитку в управлінні адміністративно-територіальною одиницею, у якому авторка чітко визначила основні змістові положення.
(The article uncoveres the evolutionary formation of the scientific idea of balanced development and defines a new concept of this idea. The author points out that the scientific ideas of the balanced development of society in its evolutionary formation were mainly based on the need to establish a balance between satisfying the modern needs of society and protecting future generations. This process has continued over the past three decades of the twentieth century and throughout the years of the twenty-first century. At the initial stage of development of this scientific idea, developed and adopted in the form
of international documents of the General Assembly of the United Nations (UN) and the UN Conferences, more attention was paid to the study of the relationship between economic development and environmental degradation, the peculiarities of the impact of anthropogenic changes.
The further research reflects the formation of these scientific ideas in Ukraine, analyzes the legal framework, as well as the implementation of international normative documents in the Ukrainian legislation. Having carried out a methodological analysis of scientific approaches to define the content of the concept of « sustainable development of the territory », a
number of contradictions were identified. Also, on the basis of methodological analysis, the author thoroughly investigates the interpretation of the content of the concept of management of balanced development of territorial education. The main substantive aspects of the interpretation of the concepts of this scientific idea are defined. The author claims that the scientific idea of balanced development management is considered as a system of goals and objectives, and as a set of actions
and decisions of local authorities, and as the impact of the subject of management on the object of management, and as a multidimensional process of ensuring a decent and quality life of the population of the territorial formation.
The result of the research is the interpretation of a new concept of balanced development in the management of administrative-territorial unit. The purpose of which is to meet the needs of the territorial-administrative unit to the maximum extent possible, considering its actual and potential capacities, which are formed within the territorial unit.)
