Анотація

У статті досліджено рівень збитків, які росія завдала під час повномасштабного вторгнення на території України. Розглянуто постраждалі галузі економіки, регіони та їх роль в економіці країни, оцінено вплив війни на стан Луганської, Донецької областей, узагальнено потребу фінансування відновлення критичних сфер: інфраструктура, енергетика, екологія та промисловість. Проаналізовано потенційні джерела та шляхи мобілізації коштів для забезпечення ефективної відбудови економіки.
(This paper investigates the extensive damage inflicted upon Ukraine’s territories by Russia during the ongoing conflict. A primary focus is placed on assessing the severe economic impact experienced by the Luhansk, Donetsk, and Kherson regions, areas that have borne a significant brunt of the hostilities. The analysis delves into the various sectors of the economy that have been severely affected. It provides an assessment of the substantial financial requirements necessary for the comprehensive restoration of critical areas, specifically highlighting infrastructure networks, energy systems, ecological remediation, and industrial capacity. Furthermore, the study includes an analysis of the significant losses sustained by key ports and evaluates the future development opportunities for maritime transport in strategically important cities such as Odesa, Chornomorsk, Mykolaiv, and Pivdennyi. Special attention is also devoted to examining the impact of major environmental disasters resulting from the conflict, including the catastrophic destruction of the Kakhovka Hydroelectric Power Plant and the security and ecological challenges posed by the attack on the Chernobyl Nuclear Power Plant. In addition to damage assessment, the study explores potential sources and viable mechanisms for mobilizing the significant financial resources required to facilitate a robust and effective economic recovery process. Various forms of international support dedicated to reconstruction efforts are considered in detail, encompassing diverse assistance programs provided by international partners and organizations. Finally, the contributions made by foreign states towards Ukraine’s post-war recovery are thoroughly examined, and their pivotal roles in supporting and implementing reconstruction initiatives are summarized.)
