Анотація

У статті комплексно досліджено проблему професійної стандартизації психофізіологічних компетентностей поліграфолога в умовах зростаючих викликів національної безпеки України. Визначено, що психофізіологічне дослідження із застосуванням поліграфа (далі – ПФДЗП) є науково обґрунтованим та технічно регламентованим процесом, який базується на реєстрації емоційно значущих фізіологічних
реакцій організму з метою виявлення прихованої інформації або перевірки достовірності повідомлень.
Доведено, що методика ПФДЗП за умов дотримання етичних і правових норм може бути ефективним інструментом кадрового скринінгу, контррозвідувальної перевірки, а також виявлення ризиків шпигунства чи нелояльної поведінки в системі національної безпеки. Проаналізовано поняття «психофізіологічної компетентності поліграфолога» як інтегративної професійної якості, яка поєднує
знання з права, психології, анатомії, етики, криміналістики, а також практичні навички інтерв’ювання, роботи з апаратурою та інтерпретації результатів. Представлено систематизацію таких компетентностей відповідно до міжнародного стандарту ASTM E2000-02. Зроблено висновок, що професійна стандартизація психофізіологічних компетентностей поліграфолога є не лише внутрішньою потребою
фахової спільноти, а й критично важливим чинником забезпечення об’єктивності, правомірності та ефективності заходів у сфері національної безпеки України, особливо в умовах воєнного стану, мобілізації та боротьби з агентурною діяльністю.
(This article offers a comprehensive study of the issue of professional standardization of polygraph examiners'
psychophysiological competencies in the context of Ukraine’s increasing national security challenges. It is established that psychophysiological examination using a polygraph (further – PFDZP) is a scientifically grounded and technically regulated process based on the recording of emotionally significant physiological responses to stimuli, aimed at detecting concealed information or verifying the accuracy of statements. The study demonstrates that, when conducted in compliance with ethical and legal norms, this methodology can serve as an effective tool for personnel screening, counterintelligence checks, and identifying risks of espionage or disloyal behavior within national security systems. The concept of psychophysiological competence is analyzed as an integrative professional attribute that combines knowledge in law, psychology, anatomy, ethics,
and criminalistics with practical skills in interviewing, operating polygraph equipment, and interpreting results. A
systematization of such competencies is presented according to the international standard ASTM E2000-02. It has been
established that international practice indicates the need for strict regulations for training, certification and admission to professional activity of a polygraph examiner, as well as the inclusion of this specialty in the personnel policy of defense and intelligence agencies. It has been generalized that in Ukraine there is no single professional standard, which complicates the mass implementation of PFDS in the defense sector, in particular in the work of recruiting centers. Based on the analysis of international experience, proposals have been formulated for the development of a professional standard for "Polygraph
examiner" in the field of national security and defense, the creation of an interdepartmental system for certification of
polygraph examiners, the introduction of a state order for training and the updating of the legislative framework. It is concluded that professional standardization of psychophysiological competencies of a polygraph examiner is not only an internal need of the professional community, but also a critically important factor in ensuring the objectivity, legality and effectiveness of measures in the sphere of national security of Ukraine, especially in conditions of martial law, mobilization and the fight against intelligence activities.)
