Анотація

У статті досліджено інструменти стратегічного планування для розробки стратегій розвитку територіальних громад. Метою статті є обґрунтування емпіричних засад інструментарію стратегічного планування та аналіз використання інструментів стратегування на прикладі міських територіальних громад Рівненської області. У дослідженні проаналізовано нормативно-правову базу та навчально-методичну літературу, що стосується питань місцевого стратегічного планування. На основі інформаційного моніторингу чинних стратегій розвитку міських територіальних громад Рівненщини визначено рівень застосування основних та допоміжних методологічних інструментів стратегування. Простежено, що SWOT-аналіз, сценарне моделювання, соціально-економічний аналіз, соціологічні опитування є базовою методологією у формуванні стратегій місцевого розвитку. Отримані результати можуть стати підґрунтям для удосконалення методологічних підходів та методик у розробці стратегічних документів територіальних громад.
(The article explores methodological instruments for strategic planning in the formulation of territorial community development strategies. In the context of Ukraine’s ongoing local self-government reform, the enhancement of territorial community capacity remains a priority vector of public administration. One of the fundamental prerequisites for community growth is the elaboration and implementation of development strategies grounded in scientifically substantiated approaches. The integration of contemporary strategic planning tools enables territorial communities to design effective strategic documents that reflect their endogenous strengths and constraints, thereby fostering sustainable socio-economic development at the local level. The purpose of this study is to substantiate the empirical foundations of the strategic planning toolkit and to assess the application of such instruments using the case of urban territorial communities in the Rivne region. The research draws upon an analysis of the regulatory framework and academic-methodological literature on local strategic planning. On the basis of information monitoring of current development strategies for urban territorial communities in the Rivne region, the study identifies the extent to which fundamental and auxiliary methodological instruments are employed. The findings indicate that the majority of strategies were developed in accordance with the mandatory methodological guidelines issued by the Ministry for Communities and Territories Development of Ukraine. The core tools most frequently applied include SWOT analysis, scenario modelling, socio-economic analysis, and sociological surveys. Among supplementary scientific methods, socio-economic analysis and sociological research dominate, whereas techniques such as focus groups, PESTLE analysis, and comparative analysis are rarely utilised. The observed unevenness in the application of strategic planning instruments reflects a consistent adherence to ministry-defined algorithmic procedures, while simultaneously underscoring the necessity of enhancing methodological support in order to broaden the repertoire of tools available for the preparation of territorial community development strategies in Ukraine.)
